We are seeking an experienced Fractional Compliance Manager to lead our compliance program, support regulatory initiatives, and help ensure our organization operates in accordance with federal, state, and local laws while protecting the interests of our residents, investors, clients, and business partners.
Position Summary
The Fractional Compliance Manager will be located in either Washington or Michigan State and is responsible for developing, implementing, and maintaining the organization's compliance program across property management, affordable housing, investment activities, and corporate operations. This position partners with leaders throughout the organization to identify risk, improve processes, conduct audits, provide training, and ensure compliance with applicable regulatory requirements.
What You'll Do
- Lead and manage the organization's compliance program across multiple business functions.
- Monitor federal, state, and local regulatory changes and implement necessary policy and procedural updates.
- Ensure compliance with Fair Housing, affordable housing, privacy, AML/KYC, licensing, and other applicable regulations.
- Oversee compliance for affordable housing programs including LIHTC, HUD, Section 8, HOME, and other federal, state, and local housing programs.
- Conduct compliance audits, tenant file reviews, documentation reviews, and internal control assessments.
- Prepare properties for agency inspections and coordinate responses to audit findings.
- Develop and maintain compliance policies, procedures, internal controls, and record retention standards.
- Design and deliver compliance training for corporate teams, property managers, and on-site staff.
- Support acquisitions, financing, investor activities, and due diligence by reviewing documentation for regulatory compliance.
- Prepare reports and compliance documentation for executive leadership, investors, government agencies, and external auditors.
- Partner with Legal, Finance, Human Resources, Asset Management, Property Management, and Operations to promote a culture of compliance.
- Serve as a trusted resource by providing guidance on compliance-related questions and helping resolve regulatory issues.
What We're Looking For
- Bachelor's degree in Business, Finance, Accounting, Real Estate, Risk Management, Public Administration, or a related field.
- Five or more years of compliance, audit, risk management, affordable housing, or real estate compliance experience.
- Strong working knowledge of Fair Housing regulations and affordable housing compliance programs.
- Experience with LIHTC, HUD, Section 8, HOME, or similar affordable housing programs.
- Experience conducting compliance audits and interpreting regulatory requirements.
- Excellent analytical, organizational, and problem-solving skills.
- Strong written and verbal communication skills.
- High attention to detail with the ability to manage multiple priorities and deadlines.
- Advanced proficiency with Microsoft Office, particularly Excel and Word.
- Ability to influence and build strong working relationships across all levels of the organization.
Preferred Qualifications
- Certified Occupancy Specialist (COS), Housing Credit Certified Professional (HCCP), Certified Professional of Occupancy (CPO), Certified Compliance & Ethics Professional (CCEP), or similar certification.
- Experience with Yardi, RealPage, Entrata, ResMan, OneSite, or comparable property management systems.
- Experience supporting real estate investment firms, multifamily housing, or national property management organizations.

Compensation: $75,000.00 - $100,000.00 per year
